Steve Blank serves as the Regional Vice President of Operations of WestCare GulfCoast-Florida. Steve came to WestCare with 33 years of experience working with substance use and mental health issues. His experience leading organizations in the field of treatment and recovery remains his passion. In addition, Steve has been responsible for the development and oversight of multiple programs in multiple states, including Florida, Delaware, and Pennsylvania. Additionally, he has led initiatives that include the Amnesty Program with the Ocala Police Department, providing individuals struggling with substance use. Steve received his Master of Human Services degree from Lincoln University in 1999. He also holds International Certification as a Certified Co-Occurring Disorders Professional Diplomate, and is also a Certified Recovery Coach and Certified Event Interventionist.

Derrick Boazman

Derrick Boazman, a native Atlantan, was born and reared on Atlanta's southside. He is currently serving as WestCare Georgia’s Regional Vice President after having served for many years on its Board of Directors and Community Action Council. He received his bachelor's degree in Political Science from Morris Brown College, where he began his political career as President of the Student Government Association. In 1997, he was elected to the Atlanta City Council and was re-elected for his second term in 2001. Councilmember Boazman resigned his seat on the city council in April 2004. Mr. Boazman was also President and CEO of Facilitation Strategies, Inc., which specializes in strategic planning and group facilitation activities, and served as a certified trainer teaching community leadership and organizational development skills for Midwest Academy, an instruction entity that travels throughout the country.

Mr. Boazman contends that "education is an equalizer", and lives his life accordingly by serving in local Parent-Teacher Associations (PTA) and being actively involved with the United Youth-Adult Conference (UYAC). In 2000, Mr. Boazman was the recipient of the Concerned Black Clergy of Metro Atlanta, Inc.'s "Award for Outstanding Contribution in Politics" and Morris Brown College's "Going the Distance – Career Achievement Award". Being selected as one of ten people to serve on the President's Summit for America's Future Committee by former United States Chairman of the Joint Chiefs of Staff Colin Powell was one of his proudest moments. Derrick is an outspoken advocate for the rights of minorities and has appeared on CNN's Talkback Live, Nightline, Court TV, and dozens of nationally syndicated radio programs, as well as being interviewed by the Wall Street Journal, the New York Times, and the New Yorker Magazine. Mr. Boazman is a member of Alpha Phi Alpha Fraternity and is very active with the Prince Hall Affiliated Masons, where he has attained the 33rd degree. Mr. Boazman is a member of Mount Sinai Baptist Church.

Beverlyn Coleman

Beverlyn Coleman serves as the Regional Vice President for WestCare Pacific Islands (WPI) where she provides managerial, operational, and programmatic leadership across all programs in Guam, Palau, and the Commonwealth of the Northern Marianas Islands. Beverlyn also develops and implements strategies that enable her organization to grow and succeed. Beverlyn Coleman has been a part of the WestCare Pacific Islands family since 2020. During this time, she has consistently demonstrated her commitment to excellence and her ability to lead. Beverlyn led the start-up and implementation of WPI’s first youth mental health program, Malak Na Ha’ani. She has assisted with numerous other projects, including training and development in the CNMI. Beverlyn is a proud Chamorro daughter of Guam with southern roots in Inarajan. She came to WestCare Pacific Islands with almost 20 years of case management and counseling experience working with youth who are at-risk, families who are involved in early intervention, and service members who are transitioning out of the military. She graduated with her bachelor’s in social work from the University of Guam in 2001 and later earned her Master of Arts in Mental Health Counseling there in 2010. Shortly after, she enlisted in the Army National Guard and proudly served for six years. Beverlyn was recently selected as a panel speaker at the White House Summit on Asian American Native Pacific Islander Mental Health.

Cheryl DeBatt

Cheryl DeBatt is the Regional Vice President for WestCare Arizona, Inc., in Bullhead City, Arizona. In this role, Mrs. DeBatt is responsible for leadership and oversight of over twenty behavioral health programs across Arizona. She has been awarded Humanitarian of the Year in the Tri-State area of Arizona, California, and Nevada. Additionally, Mrs. DeBatt was recognized by Women of Distinction in the State of Arizona for her contributions to her community and communities across the state in 2019 and 2022, only given by peer nomination. Mrs. DeBatt is a Licensed Addiction Associate Counselor working on completing the hours needed for independent licensure. A few of her most recent accomplishments include but are not limited to opening and implementing a 16-bed behavioral health residential facility for women and their babies. This program emphasizes female trauma, which leads them to substance use behaviors.

She had the desire to grow and expand her horizons, showing interest in both the business and clinical aspects of our industry. The Keys community has shown immense respect for Maureen as a leader in the behavioral health space over the years. Further, she is well-known and respected within the local and statewide behavioral health network. Under her leadership, the Guidance/Care Center transformed into a Certified Community Behavioral Health Center (CCBHC), joining an elite group of organizations in Florida, and becoming the first CCBHC in the WestCare family.

Jenny Gonzalez, Vice President for California. In this role, Ms. Gonzalez is responsible for the administrative support and oversight of all supportive services for California programs. Works collaboratively with the other Vice President in California to make improvements in the delivery of services and administration as necessary. Ms. Gonzalez's ability to build and lead teams has been a cornerstone of her career. In her 21 years as a WestCare employee, she has a reputation for fostering a collaborative work environment that brings out the best in each team member.

Prior to assuming the role of Vice President for the California region, Ms. Gonzalez served as Deputy Administrator for administration, housing, prevention, and education services. During this time Ms. Gonzalez identified needed areas of improvement resulting in implementing successful standard operating procedures in the various domains she had oversight of. In addition, recognizing the significance of community support, she has participated in numerous community outreach events to engage and educate local communities about the vast services that WestCare has to offer. Ms. Gonzalez has over 10 years of counseling experience serving adults and adolescents including those with co-occurring diagnosis. With over two decades of experience in the Human Services field, she is well-prepared to continue making a meaningful difference in the lives of individuals and the organization she serves. Her passion for this work is unwavering and is excited to embrace new challenges and opportunities in the ever-evolving landscape of Human Services. Ms. Gonzalez has received both her bachelor’s degree and Master of Social Work from Fresno State University. In addition, she is a certified addiction specialist.

Lori M. Grant is the Vice President of Operations for WestCare Washington (WCWA)/Operation Military Family (OMF). In this role, Lori is responsible for overall operational oversight of all WCWA and OMF grants and staffing. This scope includes ensuring smooth, effective, and high-quality operations across programs in partnership with staff and funders.
Lori has over 20 years of leadership in management consulting, healthcare, defense transition strategy, and community-based service delivery. Since joining Operation Military Family in 2011, she has guided large-scale initiatives advocating for service members, veterans, and military families at the federal, state, and local levels. She has played a key role in expanding OMF’s geographic footprint, integrating services across counties, and shaping workforce development strategies that improve equity and access for under-resourced populations.
In addition to her work at WCWA/OMF, Lori serves as Treasurer of the Board of Directors for Goldbelt, Inc., an Alaska Native Corporation, where she chairs the Audit and Finance Committee. She has also served as Chairwoman of the Board, guiding the corporation through significant growth and investment strategy.
Lori received her Master of Healthcare Administration from the University of Washington and her Bachelor of Political Science from the University of Alaska Southeast.

Shandi Hill joined WestCare Tennessee (WCTN) in 2018 as the project coordinator for a Health Resources and Services Administration (HRSA) grant. Since then, she has grown into the role of an area director, providing her unique experience and successful project management to help grow the reach of WestCare Tennessee in Jefferson and Cocke counties. She has over 20 years of experience as a leader serving rural areas and has successfully planned and implemented programs with federal grants such as HRSA, Bureau of Justice Assistance (BJA), and Drug-Free Communities (DFC). Shandi has used her wealth of expertise to ensure efficient work in the delivery of quality services. Because of her involvement in the community, she has been a spokesperson at the table when it comes to advocating for incarcerated individuals, individuals in recovery, economically challenged individuals, high-risk youth, diverse cultures, Veterans, and aging seniors. Shandi understands what the needs are for WCTN’s identified areas of service as well as those areas in which they hope to expand services. She continues to grow her knowledge by keeping well informed about new innovations and is passionate about strengthening individuals and empowering others in her community toward positive change.

Travis Landry was born and raised in Milwaukee, which is one of the most segregated cities in the country. He has seven siblings, all raised by their father. Mr. Landry's mom passed from breast cancer when he was seven years old. His father vowed to keep the siblings together as a family. Mr. Landry started working for WestCare in 2010 with the late Dr. James White. Together, they spent two years operating under the legacy of the Harambee Ombudsman Project until 2012, when they officially became WestCare Wisconsin, Inc. Mr. Landry worked doing construction for the organization with projects in Wisconsin, Illinois, Georgia, Iowa, Ohio, and Minnesota. In 2018, Mr. Landry became the Regional Vice President for WestCare Wisconsin, overseeing all operations. Mr. Landry brought several different opportunities as well-made connections with federal, city, county, and state officials. The work WestCare Wisconsin provides is in some of the most “at-risk” neighborhoods in the city of Milwaukee.

Rory Levine began her professional career in 1999, working at Village South as a primary therapist. She earned her BSW from Florida Atlantic University and then obtained an advanced standing Master of Social Work from Florida International University.
Ms. Levine is a licensed clinical social worker and a certified addiction professional at the master’s level. She has served as a clinician in various programs and populations at Village South, including the Department of Corrections, Ryan White, families in transition, re-entry, and adolescents in both residential and outpatient settings. Ms. Levine also gained experience working in the private treatment sector at a detox facility. Additionally, she has built relationships with local universities, creating a welcoming environment for students completing internships while pursuing degrees in behavioral health. During her time at Village South, she has held roles such as Lead Therapist, Program Coordinator, Clinical Director of Residential and Outpatient Services, and is currently Vice President of Operations at Village South in Broward County.
Over the years, Rory has been an essential part of our clinical programs, working with diverse populations, mentoring clinicians and interns, and helping shape the next generation of behavioral health professionals. Her deep compassion and dedication to healing stem from a strong desire to help individuals start their recovery journey and improve their lives.

Leo Magrdichian was born and raised in Los Angeles County. Leo received both his Bachelor of Arts and Master’s degree in Social Work from California State University, Los Angeles; graduating in the top 1% of his class and receiving numerous academic awards. Some of those awards include: The National Dean’s List; the College of Health and Human Services, Certificate of Honor; the Outstanding Senior Award for the entire University, and Special Recognition in Graduate Studies. While still in Los Angeles, Leo received State of California Congressional, City of Los Angeles, and County of Los Angeles recognition for being an outstanding father. Leo has served on the Community Advisory Council, for Project Escuelita/First 5 LA; he served on the Parent Advisory Council and served as a Parent advocate with the Department of Children & Family Services.

Leo relocated to Las Vegas and joined the WestCare family in December of 2010. He was initially employed as a counselor intern at WestCare’s longest operating program, Harris Springs Ranch. Leo is licensed in the State of Nevada as a Licensed Clinical Social Worker (LCSW), a Licensed Clinical Alcohol and Drug Counselor (LCADC), a Licensed Clinical Alcohol and Drug Counselor Supervisor (LCADC-S); and he currently serves as the Regional Vice President of Operations for WestCare Nevada. Leo currently serves on the City of Las Vegas Mayor’s Faith Initiative, he is an Oral Examination Panel Member for the State of Nevada Board of Examiners for Alcohol, Drug and Gambling Counselors, and he serves as the vice chair on the Chaplaincy Advisory Board, for Chaplaincy Nevada/Messages of Faith Ministries. Leo is also in long term recovery with a clean and sober date of November 22, 2002.

Roy is the Director for VETcare, WestCare Oregon. In this role, Roy is responsible for WestCare employees and Veteran programs for the state of Oregon.
 

Roy oversees four programs in Oregon:

  • VETcare – 30 bed all male Veteran GPD, temporary shelter with a grant with the Veterans Administration.
  • Homeless Veterans Integration Program (HVRP) for employment with a grant from the Department of Labor.
  • Staff Sergeant Fox Suicide Prevents Program for Veteran Mental Health with a grant from the Veterans Administration.
  • GPD/Case Management Program following Veterans 6 months after they move into permanent housing to assist them to succeed with a grant from the Veterans Administration.

Prior to assuming the Director Position, Roy was with Easterseals as a Manager for Supportive Services for Veterans Families (SSVF).

Roy has 20 years in Law Enforcement and Corrections.

Retired 1st SGT after 20 years combined service with the United States Navy and Kansas Army National Guard in both Communications Security in the Navy and as a Combat Military Policeman in the Army.

Ivan Moratiel was born in Spain and at the age of 11 moved to Puerto Rico, where he found his home and his calling. In 2007, he was one of the co-founders of Guara Bi, Inc., an organization dedicated to working with vulnerable populations. Since then, he has dedicated his professional career to improving the quality of life for those who need it most. After completing his high school education, Ivan embarked on the path of social service, earning his degree in Social Work from Universidad Ana G. Méndez.
Passionate about continuing to grow in his field, he is currently pursuing a master’s degree in administrative social work at the Inter-American University. Iván is a highly skilled professional, with certifications in substance use disorders and psychological first aid, as well as trauma, allowing him to address a wide range of challenges faced by people in vulnerable situations. In his role at Guara Bi, Ivan plays a fundamental role in overseeing residential programs for the homeless and treatment programs for those struggling with substance use. His commitment and dedication have been admirable, making a significant difference in the lives of many people. He strongly believes in the power of teamwork and interdisciplinary collaboration to make a positive and lasting impact on society.
At Guara Bi, he strives to implement innovative approaches and creative solutions to address emerging societal challenges, always focusing on the dignity and well-being of the people they serve. Outside of his work, Ivan Moratiel is a proud father of two sons, who finds in his family a constant source of inspiration and motivation to continue in his work of helping others.

John Nunley is the National Vice President of Corrections and Criminal Justice Business Development for WestCare Foundation and oversees the corrections programs for WestCare Illinois. After graduating from Eastern Illinois University with a BA in Psychology, Nunley began a career with the Illinois Department of Corrections (IDOC) that lasted for over 26 years.
During the last 14 years, John held multiple senior roles where he was responsible for monitoring contracts for over 3,500 substance abuse treatment beds; managing and supervising over 350 staff; overseeing Continuous Quality Improvement for all statewide substance abuse treatment programs; securing general revenue and grant funding for treatment programs; and training statewide staff to become CADC Certified. A member of the IDOC leadership team to design and implementation of the BOJ Second Chance -Re-entry Grant. John is CADC Certified and was a core member of the Sheridan Correctional Center National Model Substance Abuse Treatment development team. and was responsible for the areas of safety and security of staff and offenders, food services, engineering, and the Bureau of Identification.
A Desert Storm Military Army Veteran, Nunley was awarded the Southwest Asia Service Media, Kuwait Liberation Medal, and Army Achievement Medal and served in the Illinois Army National Guard. Additionally, the Illinois SUPR Women’s Committee on Alcoholism and Other Drug Advisory Council, and Illinois Opioid Response Advisory Council. John currently serves as a member of the PTACC (Police, Treatment and Community Collaborative) Leadership Council and is a board member of the Illinois Certification Board, Inc.

Islem Pardinas is a seasoned social work professional with over 25 years of leadership experience in Miami-Dade County. She holds a master’s degree in social work from Florida International University and has led key initiatives in domestic violence prevention, child welfare, and substance misuse intervention. Beginning her career in 1997 supporting survivors of domestic violence, she spent 18 years with the region’s lead Community-Based Care agency, managing intake services and federal grants for substance-involved parents. She later served as Executive Director of the Children’s Home Society in Miami, overseeing a range of child and family programs. Since 2023, Islem has led all Miami-Dade programs at the Village South, including prevention, Healthy Start, outpatient services, and the Mobile Response Team. Throughout her career, she has remained committed to expanding access to life-changing services and strengthening families across the community.

A native of San Antonio and a proud graduate of The University of Texas at Austin, Francine brings more than 25 years of exceptional leadership experience across Sales and Marketing, Operations, and Profit and Loss Management. Her career began with Southwestern Bell Corporation (SBC) and includes influential leadership roles with SBC, AT&T, Lucent Technologies, and Sprint Nextel, where she led sales and marketing programs across 13 states. 

After a successful telecommunications career, Francine transitioned to healthcare operations, serving as Chief Operating Officer for the South Texas Center for Pediatric Care, overseeing five locations across San Antonio and Cibolo.

Francine is a dedicated servant leader, and she gives back to the community by serving on a number of civic boards and volunteering with several community organizations. Her service to the community includes: Vice Chairman of the City of San Antonio Fire Fighters and Police Officers Civil Service Commission, Chair of the City of San Antonio Dr. Martin Luther King Jr. Public Awards Committee, Member of SA 100, Friends Of Sam Houston High School Scholarship Committee, and The San Antonio (TX) Chapter of The Links, Inc., serving as past Chair of the Links Annual Western Gala, a signature fundraiser for scholarships and other programs supporting the San Antonio community. Francine previously served on the Goodwill of San Antonio Board of Directors, the University of Texas at Austin Division of Diversity and Community Engagement Advisory Council, and the Archdiocese of San Antonio Hope for the Future Board.

Francine is a San Antonio Women’s Hall of Fame inductee and received the 2025 Outstanding Texan Award from the Texas Legislative Black Caucus. She has also received numerous awards and honors for her professional accomplishments and community service.

Beyond her professional accomplishments, Francine is passionate about uplifting youth. In memory of her late husband, she established the Coach Raymond “R.A.” Johnson Memorial Scholarship at Sam Houston High School to support students along their academic journeys.

An active member of Second Baptist Church, Francine continues to serve as the Public Relations Chairperson, is a member of the Hospitality Committee, and serves on the Second Baptist Church Community Center’s Board of Directors.

Carlos G. Rodriguez, BA, CADC-ATE, is the Area Director of Chicago Community Programs for WestCare Illinois. Reared in Albuquerque, New Mexico, Carlos has been with WestCare Illinois since 2018. Having worked in the fields of child welfare, criminal justice, and substance abuse since 1993, he possesses extensive experience in working with high-risk populations and has served on the Board of the Illinois Balanced and Restorative Justice Institute. He has routinely trained on the topics of experiential therapy, wilderness therapy, substance-use counseling, cultural competency, neuroscience of addiction, gang prevention/intervention, adolescent development, trauma, and Balanced and Restorative Justice, and has been a certified trainer in the evidence-based practice called The Seven Challenges® since 2006. The Seven Challenges® is a treatment model designed for adolescents and young adults with substance abuse problems and helps teach them how to make informed, motivated, thoughtful decisions that will help them attain their goals.

Nichole Smith is a servant leader whose life mission is to engage in meaningful work for the betterment of her community. She is a graduate of Indiana University, where she earned her B.A. in Criminal Justice with a minor in Spanish Language and Customs. In 2007, after graduating from the Indiana Law Enforcement Academy (ILEA), Nichole became a fully empowered law enforcement officer in the State of Indiana.

Upon graduation, Nichole moved to Ohio, where she served as an Investigator with Montgomery County Job and Family Services. She also graduated from the Ohio State Highway Patrol Basic Academy and worked as a Police Officer for the City of Centerville.

In 2016, at the age of 29, Nichole was diagnosed with breast cancer, which inspired her to transition to the nonprofit sector. As the Director of Programming at Pink Ribbon Good (formerly Pink Ribbon Girls), Nichole played a vital role in providing services to cancer patients and their families across multiple states. She also offered peer support to newly diagnosed patients and advocated for young survivors and those from underserved communities. In recognition of her efforts, Nichole was featured as the Dayton Daily News Daytonian of the Week in March 2020.

Nichole's commitment to service and mission-driven work has propelled her to excel as a leader, driving growth and sustainability for nonprofit organizations across the Midwest. She holds a Six Sigma Green Belt, serves as the Chairman of the Communications, Press & Publicity Committee of the Dayton Unit NAACP, and is a proud 15-year member of Alpha Kappa Alpha Sorority, Inc.

Marsha Taylor is the Regional Director for WestCare’s Virgin Islands region, dba The Village Partners in Recovery. In this role, Ms. Taylor is responsible for overseeing program operations on the islands of St. Croix and St. Thomas. Ms. Taylor’s leadership style, developed over sixteen years of experience, focuses on developing and delivering evidence-based services and solutions, providing outstanding client service, and driving profitable revenue growth. Prior to assuming the Regional Director position, Ms. Taylor served as WestCare’s Program Coordinator for the Virgin Islands SUD treatment facility. While in this role, she planned, implemented, and evaluated the treatment schedules, models, and evidence-based curricula focused on developing the day-to-day sustainability of the program.

In addition to her tenure as the Program Coordinator, Ms. Taylor served nine years as WestCare’s SUD counselor at the Virgin Islands operations. During this time, she was able to expand her knowledge of treatment techniques, the effectiveness of trauma-informed care, and the importance of fostering a therapeutic community. Ms. Taylor received her bachelor’s degree from Saint Augustine’s University.

Darlene Terrill currently serves as the Regional Director for WestCare Minnesota - located in Minneapolis and the Family Alliance for Veterans of America (FAVA) / WestCare Iowa operations located in Forest City and Sioux City, Iowa ( covering 43 counties across the top portion of northern Iowa, which is mostly rural area). She originally joined WestCare in 1991 and has served 32 years in a variety of roles, including the Director of the Women & Children’s Campus in Las Vegas, Nevada, the Director of Development for WestCare Nevada and the Director of the adult Transitional Living & Safe Haven programs in Las Vegas, Nevada. She earned her bachelor’s in social work from the University of Minnesota and is a Licensed Alcohol & Drug Counselor since 1993 and a Licensed Alcohol & Drug Counselor Supervisor of interns. She joined WestCare Nevada when the company was small and only providing services in Nevada. She has served on several Boards in Nevada over the years and currently is on the Continuum of Care (CoC) Board in Iowa. She began her Social Work career in St. Paul, Minnesota working for a Salvation Army’s program running their runaway, homeless, exploited youth emergency shelter program for 8 years. Joining WestCare Nevada, she ran their emergency shelter / youth detoxification program for runaway, homeless and exploited youth for 25 years where thousands of children were served. Working with children in crisis, unmanageability issues, truancy, rejection, abandonment, mental health &/or substance misuse, use, or abuse, prostitution, human trafficking is her strength. She also worked with adults who resided in our outpatient & residential programs. In Iowa, she is overseeing our Homeless Veterans Housing First program. She has worked closely with WestCare’s Community Action Council, stakeholder’s, donors, public relations, attended numerous community events throughout the State of Nevada, covering urban, rural and frontier cities. “I have years of experience working with the homeless population & have seen multitudes of success over my career! “I am honored to have been the person making a difference in so many lives.”
