Milwaukee, WI — Trinity Housing Resources LLC, a Wisconsin Limited Liability Company, recently acquired Maskani Place located at 320 E. Center Street, Milwaukee, WI. From the recently dissolved Heartland Housing. This 37-unit affordable housing development is being revitalized to empower families with housing and supportive services. WestCare Wisconsin, Inc. (WC-WI) has partnered with Cardinal Capital Management, Inc. and Trinity Housing Resources, LLC, to provide supportive services for the future residents of Maskani Place.
Maskani Place plans to offer more than just a roof over families’ heads. This development will also provide on-site supportive case management services provided by WestCare Wisconsin, Inc. to help residents achieve long-term stability, independence, and growth by “Uplifting the Human Spirit.”
Developed by Trinity Housing Resources, LLC and Cardinal Capital Management, Inc. the project is designed to address the growing need for family-focused affordable housing while delivering tailored supportive services that help break cycles of poverty and housing insecurity.
“This project is about building a pathway forward,” states Tanya Puyleart, Director of Asset Management Operations at Cardinal Capital Management Inc. “We’re not just providing housing; we are investing in people by pairing it with the tools and support they need to stabilize, grow and ultimately move on to greater opportunities.”
Maskani Place will serve low-income families, many of whom are currently facing or at risk of homelessness. Residents will have access to a range of case management services, starting with a comprehensive health and substance misuse assessment. This will help to create an individual case management plan for families that could include financial literacy, employment or underemployment support, childcare referrals, and educational resources. These services are designed to meet families where they are and help them build where they want to be by “Uplifting the Human Spirit.”

- 18 – Three-bedroom, Two bathroom
- 10 – Four-bedroom, Two bathroom
- On-site case management and resource coordination
- Community space to foster connection and support, including elected officials and the Milwaukee Police Department
- A focus on empowering residents toward long-term independence
Construction began May 1, 2025, with an anticipated completion date of fall 2025. The project is made possible through partnerships with the Wisconsin Housing Economic Development Authority (WHEDA) and UW Credit Union.
This development reflects a growing movement to combine housing with holistic services, creating not just shelter, but a home. Once a home is established, peers support the same opportunity for the next family.
