Welcoming Our Newest Members to the WestCare Board of Directors

At WestCare, our strength lies in the passion, experience, and heart of those who help guide our mission of Uplifting the Human Spirit. We are honored to welcome four distinguished leaders to our Board of Directors, each bringing unique expertise, community commitment, and a shared dedication to service.

Chuck Vella

With decades of leadership in communications and public relations, Chuck Vella brings a deep understanding of reputation management and strategic storytelling to the WestCare Board. As founder and former CEO of vellaINC, and previously as Senior Vice President and shareholder of Edward Howard, Chuck has guided clients through some of their most complex communications challenges.

A New York native and double alumnus of Syracuse University, Chuck’s community impact extends beyond his professional achievements, having served on numerous boards including the Greater Dayton Area Chamber of Commerce, Daybreak, Dayton Opera, the Akron Urban League, and The Contemporary (formerly the Dayton Visual Arts Center).

Tiffany Crisostomo

As Chief of Business Operations for the Commonwealth Healthcare Corporation (CHCC), Tiffany Crisostomo oversees business operations across Saipan, Rota, and Tinian, including revenue cycle management, payer partnerships, and the CNMI’s medical referral program. Her multidisciplinary experience spans clinical, operational, and financial roles, all rooted in a commitment to improving healthcare access and quality.

Tiffany holds a Bachelor’s in Management Information Systems from the University of Nevada Las Vegas, a Master’s in Psychology from the University of the Rockies, and an MBA in Healthcare Management from Western Governors University.

Maria Eugenia Leon Guerrero

Maria Eugenia Leon Guerrero joins the Board with extensive experience in financial leadership and community development across Guam and the Pacific region. Her distinguished career includes serving as Chief Operating Officer, Executive Vice President, and Treasurer at BankGuam Holding Co., where she oversaw major divisions such as E-Banking, Card Services, and the bank’s branch network.

Maria earned her undergraduate degree in International Studies from the University of Washington, an MBA from the Michael G. Foster School of Business, and is a graduate of the Pacific Coast Banking School. Her leadership extends into philanthropy and education through service on the boards of the Guam Foundation for Public Education, Teach Money Inc., the Hagatna Restoration & Redevelopment Authority, and Sanctuary Inc. of Guam.

Eric S. McPeek

An accomplished entrepreneur and lifelong advocate for Eastern Kentucky, Eric McPeek has dedicated his career to strengthening his community through business and opportunity. As co-founder of Mountain Fuels Inc., Pit Stop Express Inc., MGC Supply Inc., Dream House Furnishings Inc., and McPeek Realty LLC, Eric has built enterprises that not only fuel local economies but create jobs and stability for residents.

A proud graduate of Morehead State University, where he earned his Bachelor of Science in Industrial Technology, Eric and his wife, Heather, reside in Dorton, Kentucky, continuing to invest in the place they call home.

Each of these leaders embodies the principles that define who we are at WestCare: compassion in service, respect for every individual, and a steadfast belief in the value of the human spirit.

As they join our Board, they become part of a legacy rooted in responsibility—to our clients and their families, to our dedicated employees around the world, and to the communities we are privileged to serve.
