In 2010, WestCare came to Tennessee through a Network Planning Grant in Hancock County that was funded by the Health Resources and Services Administration (HRSA). Since that time, WestCare Tennessee has expanded its footprint to include several programs in Cocke, Jefferson, Morgan, and Roane Counties to assist people lead fuller, richer lives.
Dedicated to working in mutual partnerships with the communities and agencies we serve, our philosophy is to empower everyone who comes into contact with us to engage in a process of healing, growth, and change that will benefit them, their families, their coworkers and their communities. Our team of experienced and credentialed staff is dedicated to providing the best care to everyone who enters our doors.
WestCare Tennessee intends to expand its substance abuse and mental health services to provide the skills and support for people to achieve their dreams and transform their lives. Currently, WestCare Tennessee provides a wide spectrum of behavioral health services available to adults, families, and veterans including:

Morgan County Recovery Court
The population of focus of the pre/post plea adult drug court program is primarily high-risk/high-need, nonviolent offenders (adults 18+/men and women), non sex offenders, residing in Morgan County.
MAT - TN Matters Medication Assisted Treatment Program
WestCare Tennessee provides evidence-based medication assisted treatment (MAT) using FDA approved medications and recovery support services (RSS). This program serves male and female adults (18+) who are prescription drug opioid and opioid users in rural Roane and Morgan counties of Tennessee. Clients are offenders referred by the jails and drug courts; family and self-referred addicts, veterans and the homeless.
DCS
WestCare is a certified vendor for the Department of Children Services. WestCare Provides all services in the home, the goal is to provide families with necessary treatment to remain together as a family or to reunite the family.
Federal Probation
WestCare is a certified vendor for US/Federal Probation. WestCare provides random drug screens for clients on federal probation. WestCare also provides outpatient treatment if deemed necessary through one of our other programs.
Drug Free Community - Prevention Alliance of Cocke County (P.A.C.C.)
The DFC Support Program has two goals:
- Establish and strengthen collaboration among communities, public and private non-profit agencies; as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance use among youth.
- Reduce substance use among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.
HRSA
The Rural Communities Opioid Response Program (RCORP) Implementation-III is a three year initiative by the Health Resources and Services Administration (HRSA) aimed at reducing the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD), in high risk rural communities. This funding opportunity will advance RCORP’s overall goal by strengthening and expanding SUD/OUD prevention, treatment, and recovery services to enhance rural residents’ ability to access treatment and move towards recovery. Over the course of the three-year period of performance, WestCare Tennessee will complete detailed plans for sustaining their consortia and SUD/OUD services beyond the RCORP-Implementation period of performance.
WestCare Tennessee will implement a set of core SUD/OUD prevention, treatment, and recovery activities, as outlined in Program-Specific Instructions.
These activities incorporate evidence-based, promising, and innovative approaches proven to reduce the morbidity and mortality associated with opioid use disorder including overdose, such as naloxone distribution and other harm reduction services, and Medication-Assisted Treatment (MAT).
Given the complex and multifaceted nature of SUD/OUD, as well as the need to secure community buy-in and generate adequate patient volume to sustain services, WestCare Tennessee will develop a multi-sectoral consortia. For the purposes of RCORP-Implementation, a consortium is an organizational arrangement among four or more separately owned domestic public or private entities, including the applicant organization, with established working relationships.
Camp Mariposa
Camp Mariposa® Tennessee is a year-round addiction prevention and mentoring program for youth affected by the substance use disorder of a family member. Youth ages 9-12 attend weekend camps six times a year. Weekend camps offer fun, traditional camp activities combined with education and support sessions led by mental health professionals and trained adult mentors. Additional social activities are offered for youth and their families throughout the year. All program activities are offered free of charge to families. Drug Endangered Children (DEC)
Increase training and ongoing educational opportunities regarding issues faced by drug-endangered children and their families. The DEC approach is comprehensive, focusing on the formation of community-based partnerships to engage professionals from multiple disciplines in developing a collaborative approach to rescue, defend, shelter, and support children living in drug environments.
SAMHSA’s Strategic Prevention Framework (SPF)
SAMHSA’s Strategic Prevention Framework (SPF) program is a planning process that prevention practitioners can use to understand and more effectively address the substance abuse and related mental health problems facing their communities.
The SPF Model consist of 5 steps: Step 1. Assessment—Discover what your community needs; Step 2. Capacity Building—Find out what your community needs to address identified problems; Step 3. Planning—Develop a detailed plan that links desired outcomes to identified needs; Step 4. Implementation—Put your plan into action by delivering evidence-based interventions, as intended; And, Step 5. Evaluation—Assess the effectiveness of your prevention efforts.
SAMHSA Zero Suicide - The Zero Suicide Toolkit
SAMHSA Zero Suicide - The Zero Suicide Toolkit is our collaborative and practical guide to systemic change. WestCare Tennessee and Practitioners will learn about each of the seven elements of Zero Suicide in-depth utilizing the Zero Suicide Toolkit. Each section of the Toolkit presents the research behind one of the elements and describes how to implement that element with fidelity. Tools and videos underscore the practical transformations each element can bring to organization's safe suicide care practices. The toolkit will help the community adapt to the framework to specific populations and settings. Zero Suicide model for safer suicide care can be adapted to a range of health and behavioral health care systems.
Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP)
The Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP) enables WestCare Tennessee to provide resources toward community-based suicide prevention efforts to meet the needs of Veterans and their families through outreach, suicide prevention services, and connection to VA and community resources. In alignment with VA’s National Strategy for Preventing Veteran Suicide (2018), this grant program assists in further implementing a public health approach that blends community-based prevention with evidence-based clinical strategies through community efforts.
Bureau of Justice Assistance Second Chance Act Community-Based Reentry Program
Bureau of Justice Assistance Second Chance Act Community-based Reentry Program supports organizations and tribal governments providing comprehensive reentry services to individuals who have been incarcerated. This program will enhance and implement evidence-based responses to improve reentry, reduce recidivism, and support successful transitional planning for individuals who are currently, or were formerly, involved in the criminal justice system.
Objectives for this program are to:
- Develop comprehensive individualized case management plans that directly address criminogenic risks and needs, as identified by validated assessments/tools, and deliver or facilitate services in a manner consistent with participants’ learning styles and abilities.
- Demonstrate increased collaborations between community-based organizations and corrections, community supervision, law enforcement, and other local reentry stakeholders.
SAMHSA Supported Employment
SAMHSA Supported Employment program is an evidence-based approach to vocational rehabilitation for individuals living with serious mental illness. WestCare Tennessee will aim to help them achieve competitive employment outcomes. Supported Employment (SE) focuses on assisting individuals with mental health conditions in finding and maintaining meaningful employment. It emphasizes personalized support and job placement. The SAMHSA Supported Employment Evidence-Based Practices (EBP) KIT provides practice principles for Supported Employment. These principles guide practitioners in implementing effective interventions.
SAMHSA Treatment Recovery Workforce
SAMHSA Treatment Recovery Workforce program purpose is to implement an evidence-based program to support individuals in substance use disorder treatment and recovery to live independently and participate in the workforce. WestCare Tennessee will coordinate with community sectors, state and local workforce development boards, lead state agencies responsible for a workforce investment activity, and state agencies responsible for carrying out substance use disorder prevention and treatment programs.
