In 2012, WestCare Foundation introduced its services to Texas. Through partnerships with various local community entities, we work together in ways that lead to improved behavioral health, empowered and sustained community residents, and reductions in trauma. WestCare Texas is a population-specific organization that serves residents of the Eastside Promise Zone. Additionally, we provide services in both San Antonio and Laredo, Texas.

Casa de Esperanza - San Antonio
Casa de Esperanza is committed to providing transitional and supportive housing, fostering a nurturing and comprehensive environment that promotes stability in housing and recovery while ensuring the well-being of each woman and her children. We understand that every woman's journey is unique. At Casa de Esperanza, our commitment is to offer personalized support, ensuring that every woman and child receives the highest standard of assistance. Our focus is on respecting and responding to the distinct needs and paths of those we serve.
The Casa de Esperanza program offers comprehensive coordination of care services for pregnant and/or parenting women diagnosed with or recovering from a substance use disorder (SUD). WestCare ensures a seamless continuum of care, implementing best practices and evidence-based models such as mother-infant dyad care, trauma-informed care, and recovery support services.
Services at Casa de Esperanza are individually tailored and guided by an Individualized Service Plan (ISP). This plan is not just a document but a collaborative effort between program personnel, the individual served, and their circle of support, including family, friends, employers, mentors, or clergy, with the individual's permission. The amount, frequency, and intensity of services are determined based on this collaborative ISP.
Casa de Esperanza has been made possible through a partnership between the Texas Health and Human Services Commission and The University of Texas at San Antonio.
Strategic Prevention Framework/Partnerships for Success (SPF-PFS) – San Antonio
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded $1.5 million to WestCare Texas Inc. for a grant to prevent the onset and reduce the progression of substance abuse and its related problems while strengthening prevention capacity and infrastructure within the Promise Zone of San Antonio, TX over a five-year period. The program is intended to address one of the nation’s top substance abuse prevention priorities.
Byrne Criminal Justice Innovation (BCJI) Community-Based Crime Reduction (CBCR) – San Antonio
The Department of Justice Byrne Criminal Justice Innovation (BCJI) program awarded $1.0 million to WestCare Texas Inc. for a grant to focus on crafting crime-reduction strategies that are collaborative, community-led, evidence-based, integrated into broader revitalization efforts, and sustainable over a five-year period.
Substance Abuse and HIV Prevention Navigator Program for Racial/Ethnic Minorities Cooperative Agreement (HIV Navigator) – San Antonio
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded $1.0 million to WestCare Texas Inc. for a grant to provide substance misuse and HIV prevention services to racial/ethnic minority males at risk for HIV/AIDS over a five-year period. The program places an emphasis on males who have sex with other males (MSM), including transgender individuals, as well as those who identify as LGBTQ+ who are not in stable housing and reside in communities with high incidence rates of HIV. WestCare Texas outreach is directed to the Promise Zone community where we assist the community in receiving HIV and hepatitis testing and support services.
Mental Health Awareness Training (MHAT) – San Antonio
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded $750,000 over five years to WestCare Texas Inc. for a grant to train individuals (e.g., faith-based leaders, veterans, armed services members and their families) to recognize the signs and symptoms of mental disorders, particularly serious mental illness (SMI) and/or serious emotional disturbances (SED); and, educate individuals about resources that are available in the community for individuals with a mental disorder. WestCare Texas and its partners will prepare and train others on how to respond to individuals appropriately and safely with mental disorders, particularly individuals with SMI and/or SED.
Drug-Free Communities (DFC) – San Antonio and Laredo
The Centers for Disease Control and Prevention (CDC) awarded $625,000 to WestCare Texas Inc. in San Antonio and $625,000 to WestCare Texas Inc. in Laredo for a grant to mobilize communities to prevent and reduce substance use among youth over a five-year period. The program provides SATX’s Promise Zone Coalition and Laredo’s Family Assistance & Community Empowerment (F.A.C.E.) Coalition has the ability to strengthen collaboration among local partners and create an infrastructure that reduces youth substance use.
Sober Truth on Preventing Underage Drinking Act (STOP) – San Antonio and Laredo
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded $250,000 to WestCare Texas Inc. in San Antonio and $250,000 to WestCare Texas Inc. in Laredo for a grant to prevent and reduce alcohol use among youth and young adults ages 12-20 in communities through the SATX Promise Zone Coalition and Laredo F.A.C.E. Coalition. These supplemental awards to the Drug-Free Communities grants aim to (1) address norms regarding alcohol use by youth, (2) reduce opportunities for underage drinking, (3) create changes in underage drinking enforcement efforts, (4) address penalties for underage use, and/or (5) reduce negative consequences associated with underage drinking (e.g., motor vehicle crashes, sexual assaults).
Comprehensive Addiction and Recovery Act (CARA) – San Antonio and Laredo
The Centers for Disease Control and Prevention (CDC) awarded $250,000 to WestCare Texas Inc. in San Antonio and $250,000 to WestCare Texas Inc. in Laredo for a grant to prevent and reduce the use of opioids or methamphetamines and the misuse of prescription medications among youth ages 12-18 in communities through the SATX Promise Zone Coalition and Laredo F.A.C.E. Coalition. These supplemental awards to the Drug-Free Communities grants aim to change the culture and context regarding the acceptability of youth use and misuse of these substances.
National Basketball Association (NBA) Foundation – San Antonio
The National Basketball Association Foundation awarded $200,000 to WestCare Texas Inc. for a grant to promote meaningful empowerment for underserved youth by mentoring and preparing the youth across San Antonio and Bexar County to reach their full potential. Through Project Yes, youths ages 14-24, are provided with mentorship, interpersonal skill building, and financial literacy; thereby, successfully transitioning the youth from school to purposeful employment with the goal of helping them achieve a healthy, safe, and sustainable lifestyle.
San Antonio Police Department (SAPD) Asset Forfeiture Fund – San Antonio
The San Antonio Police Department awarded $234,000 total to WestCare Texas Inc. for a grant aimed to: (1) implement the principles of community policing, (2) prevent hate crimes and youth violence, (3) address problems associated with domestic violence through prevention, intervention, treatment, initiation of demonstration projects (e.g., programs working with children exposed to domestic violence), and holistic programs addressing domestic violence, (4) provide assistance to victims of crime, (5) establish initiatives to reduce gun violence, (6) manage drug abuse prevention, education, and treatment programs, and (7) institute programs that address the elimination of recidivism.
Resiliency in Communities After Stress and Trauma Program (ReCAST) – San Antonio
The Substance Abuse and Mental Health Services Administration (SAMHSA) awarded $5.0 million to Bexar County and its partners WestCare Foundation and San Antonio Fighting Back for a grant to help people and communities recover from and build resiliency to trauma over a five-year period. The ReCAST Grant is being implemented throughout several zip codes within the Promise Zone to ensure that these practices and resources are provided to the long-neglected Eastside community.
The goal of the ReCAST Program is for local communities to work together in ways that lead to improved behavioral health, empowered community residents, reductions in community-level trauma, and sustainable community change. The ReCAST program is promoting resilience and equity by increasing access to evidence-based, violence prevention, and community youth engagement programs and promoting access to trauma-informed behavioral health services.
